An old favourite for catching tailor off the beach is a pilchard on a set of ganged hooks. Firstly, attach a sinker to your main line, tie your main line onto a swivel, tie your trace to the other end of the swivel and add your ganged hooks.
Match the size of the gang-hooks to the size of the pilchards available for best hook coverage. If the wind is up, fish metal slugs in the 40-80g range to maximise casting distance in poor conditions.
