The green one is biodegradable and can keep waste up to three to four days. The blue one isn't biodegradable, but it can keep waste for four to five days. Once the toilets full, remove the bottom tank and dispose of accordingly. Most camping areas will have a clearly marked dumpsite. That's all there is to it.
